I having some trouble practicing with certain kinds of layouts.

I need a site that can explain the process of iFrames and how to do it in the simplest manner possible. Also, I'd really like to be able to create a layout like THIS where the top picture overlaps the rest, how the border and background can work, etc. I'm struggling to find codes for that, and I'd really like to use it for someone.

Forgive me if these are stupid questions.
