Can anyone tell my why my floating DIV area will not show up on top of the other div's even though it's div z-index is set to 9, 2 higher than all the other div's I have?

I'm a bit clueless as to why it's not displaying on top. It looks fine in Opera, and Firefox, just not IE 6.
