annoying clients

    I have a client who is horrible with many things, but there is one huge thing that's really bugging me.
    The webpage design is finished. It was to be completed in January, which it was.
    There's just one important thing that's keeping it from going live: CONTENT.
    I have been asking for information from this guy since the middle of December.
    It is now March 10th.
    I have billed him for the first half but have not billed him for the second half of the payments as that was to be done on completion of the site. This man is keeping me from my pay, and keeping himself from a useful marketing tool which is already driving away potential customers. People are coming to the site and only seeing COMING SOON! I have informed him of this and asked if there was anyone else in the company who can provide me with the information, but he has not replied. Not once.
    I've lost track of the amount of times I've asked this man for content...
    I'm losing patience.

    SO, I've decided to bill him. Tomorrow. First thing.
    But, I am wondering... there will be updates to do once I get the information, and he has already wasted my time. Is there anything I should do for that? Should I ask for more, and how should I do that?
    How do you deal with annoying customers like this? of doom
