Auto-run in Windows. How do I turn it off?

    I have Windows XL Home Edition.

    My problem is that every time I insert a CD-ROM or connect the external HD, the system starts up the Auto-run. Maybe not so much of a problem as an annoyance, but I'd really like to be able to turn this function off.
    I've tried to disable it in the properties of both CD-ROM drive and E drive, but it doesn't seem to take.
    Is there a way to tell the whole system that Auto-run is so last year and please not to do it again?
