How do I get the "open file" prompt box after downloading?

    Okay, so this may sound like a dumb question, but I can’t seem to find the answer using the XP help menu. I have windows XP and I would like to be able to have the option of opening a file as soon as I download it. On every computer I have ever owned as soon as I download a file another box will open up asking me if I want to open the newly saved file. I have a new computer and for some reason this prompt never comes up. So after I download a file I have to go into my documents, find the file, and then open it that way. How do I change my preferences/settings to make this work? Thank you so much in advance for your help!
