Ok, new power supply in...full run-down

In reference to my computer shutting off all the time..every few seconds or minutes...power just cuts out....
Ok new power supply is in. Yes this is #3. I bought a barebones system when my old junky "refurbished" computer had had enough. Well that 350W power supply totally died. Had it tested too. It was bad. Replaced with hercules switching power supply, 400W single fan. Thought maybe that one went bad so I ordered a new one that just came today and it's in right now. The new one's an Arrow 500W switching power supply, dual fan. It came in a box. (previous did not) Box says "over current protection, over power protection, short circut protection, 100% full load burn-in". Hav eno clue what that means. Does that mean this power supply is better?
