Hello! I need help picking a new motherboard...

I recently picked up a rather heavily 3D game.
The game is great (black and white 2!!), but the frame rate is terrible.
A lot of times I can see the screen going from one frame to the next frame like a cheap flip book, which I've also seen happen when I was playing Sim2 a long long time ago.
I thought that perhaps I should replace my processor and probably the motherboard too, since I was thinking about getting a processor other than the 2.8Ghz Celeron I have in my computer right now. I upped my RAM to a gig from 256MB, and I got a decent graphics card for my computer (a 128MB PCI graphics card - turns out my desktop doesn't have an AGP slot, which is another reason why I want to try a different motherboard so that I can use my 256MB AGP graphics card). But when it comes to motherboards and processors, I have no idea what is good and what is not so good. (especially when it comes to AMD processors, I have no feel for how good or not good a processor is compared to it's intel counterpart)
So: Please recommend me a good gaming motherboard-processor combination!
Feel free to recommend a motherboard and then a separate processor: I've never assembled a processor onto a motherboard, but I think I could learn. I'm willing to spend hmm.... up to $400? Hopefully not that much.. I was hoping to get a nice motherboard-processor combination for around $250~$300. (even that seems like a lot of money..) I mostly game, torrent files (usually a couple gigs big), and do image editing on my computer (usually 40~70MB large photoshop files), and I want to make my computer into a very gaming friendly machine for 3D games like Sim 2 and Black and White.
