PC powers up after 4th attempt

I've got a homebrewed PC. Fully integrated Intel motherboard. Jetram memory, Seagate HDD, some Panasonic DVD-RW, TFT monitor. Celeron-1700, powersink&thermal grease in place, temp. around 35 deg. (Celsius). Every piece of this workhorse (including power supply unit) was thoroughly tested (yeah, and i've got the new power supply), but it still powers up after 4th-5th attempt. Hints anyone?
