Computer Lockups

i'm not a member of any computer troubleshooting communities or anything, but i'm sure one of you is bound to have a solution to my problem.
my g/f's PC (formerly mine) is running a a7v333 mobo with an athlon 2200
i have always had trouble with it randomly locking up. It will lockup at anytime during bootup, anytime during operation, and always randomly. It could do it when i am using the computer, when i'm not, whenever the hell it feels like it. I have replaced every single part in the computer at least once, including the processor just last night (it was fine for 5 hours and then started locking up again, whenever started)
It is totally (at least seemingly) random lockups. I have been looking into possibly a voltage problem, and here is my BIOS reported voltages
VCORE 1.63 (1.65 is nominal)
+5 4-4.6
+12 11-12
all the others were pretty much right on the money (VCORE was pretty much right there too, but i stated it anyway)
now here's my problem. I want to update the BIOS but ASUS mobo's are only updatable through their flashing program which must be run from a startup disk (i don't have a floppy in this PC) is there anyway to restart the computer to a command prompt? or anyway to get to a command prompt w/o starting up windows?
i'm hoping that updating the BIOS will fix it, if not i'll ahve to buy another power supply.... and the last thing i can think of is mobo jumper settings (which i've never messed with before)
