Is there a program or something out there where I can track an IP address and not just see what city they're in but a closer look - say a street address?

I have this one IP that keeps showing up on a site of mine and I can only tell it's from Brooklyn, but I want to know if it's one pain in the ass ex-friend inperticular so I want to know where this IP is exactly located.

They're using a verizon account if that counts for anything.
