Text Encoding Problem

I recently installed Japanese as a second language on my computer, because I write some things in Japanese and such. But, this has messed with the text encoding on websites and well, everywhere. The \ is now a Yen symbol and things like that and it's really annoying. I figured out that going to View > Encoding > Western European (Windows) fixes it, but I have to do it for every webpage. And that doesn't help for when I'm coding for my sites in notepad with HTML or something. Is there some way to permanently fix this? =(
By the way, if it makes a difference, I'm using Windows XP Home.
Edit Ugh. So changing the encoding apparantly doesn't work anymore either. =/ Help~

Deleting History in IE

Hey all, I have a very basic question for you guys. I'm trying to change the IE browser options so that it doesn't keep track of the History. I tried going to TOOLS / INTERNET OPTIONS and changing the number of days IE keeps the history to "0 Days" but for some reason the History folder will still show all my visited sites. Is there some other way of doing this? I need to find out so I can save myself the embarassment of telling an older, clueless relative of mine that he should learn how to delete his pr0n.

JPEG FILES

Okay. So, right now I'm using a pretty old computer; and I dunno, maybe that could be the problem. But when I'm on the WWW image files such as bmp, jpg, and jpeg are seen with lines through them. Like so.
Now, the icon and mood theme don't have lines through them because they're png files.
Every so often, certain images might not have lines through them, but I never know when that's gonna be, and it only lasts until the page is refreshed. It's not like the images save with lines through them (unless they're a bmp), but still. It's annoying. Does anyone know what the problem could be or if it can be fixed? Or even if you've just seen the problem before, could you just let me know? Thanks.

Also! On another computer -not an ancient one- I'm currently having problems with it reading disks. They read them for a while, and now it just doesn't want to. And it makes a weird sound (kinda a skipping noise) when it tries to read them. And won't. I don't know. Maybe I screwed it up when the computer froze. Maybe it's the disks. Any suggestions?

I've been trying to install it to my laptop, running XP Pro w/ SP2, and it doesn't want to run "under this version of Windows," even when patched. I've tried both the v1.2 and the v1.3 patches.
Does SP2 hate Freedom?

hi- have an issue with home pc- "the page cannot be displayed" msg

ok, i went back through all of the old entries a few months back, and didn't see this particular question posted. if this is a repeat question, i apologize... here is my issue:
i cannot access any of my e-mail accounts (yahoo, hotmail, or gmail) on my computer. i have a cable modem, and so my computer is on-line 24/7. i can access Livejournal, and various other sites just fine, but there are some sites (including the e-mail servers) that i can't seem to access. when i go into, for example, Yahoo e-mail, i type my username and password, hit "enter" and i just keep getting "the page cannot be displayed." i have tried everything that others have suggested (i am not so good at this stuff on my own):
1) reseting the computer
2) adjusting the security settings (in the "internet options" selection under "tools"
3) clearing the cache
4) going into the "advanced" tab in "internet options" under "tools" and making sure both the SSL 2.0 and the SSL 3.0 boxes were checked (they were)
5)i've gone into the "connection" tab in "internet options" and selected the LAN button to see if the "Automatically detect settings" button was checked- it didn't work checked or unchecked- still not able to access my e-mail accounts
6) and last but not least, i've even tried restoring to former settings (since this problem only started about 3 days ago), i set the computer back a week through selecting Start menu, Programs, Accessories, System tools, and restoring to an earlier date prior to this limitation in accessing the web.
is there anything else i can do to fix this issue short of having a tech come in and take care of it???

Im not sure why but I cant go to anysites that have a .tk extension. Ive checked my browser and router and they arent blocking the sites, so i have no idea what the problem is. Please help me.

Ok, this is odd. I was trying to send a mp3 file to my sister on AIM, and everytime I attempted to send it, my DSL went down and kicked me off, and it did this the 3 times I tried to send it to her. Then it went back on after I reset the modem.
That's not normal, is it?
it's pretty annoying. Otherwise, it seems to be fine.

connecting optical drives

Yesterday I decided I needed to fix the heatsink and put my CD-RW back into my computer (alongside the DVD-RW). So I unplugged things, fixed the heatsink, and plugged things back in perfectly (I believe) and connected the CD-RW.
Now, no matter what combination of CS/slave/master on each drive I select, at boot NO drives (not even the hard drive) can be found. It only works if I unplug both optical drives. And after this experimenting, neither optical drive works on its own.
Before I started doing this, I had the DVD-RW set on cable select on the secondary IDE cable.
Not only am I puzzled, I don't know how long I can manage without these drives. How do I get at least one of the drives to be recognised as a secondary master or slave?

CPU Fan issue..

I have an ASRock K7S41 mobo and I've FINALLY upgraded my ancient AMD Duron 700 to a "not-as-poor" AMD XP 2000. I bought this Akasa cooling unit on recommendation and went to work. Installation went fine, and I opted for manual speed control instead of the temperature probe, because we all know an extra dial on a PC is cool.
The Problem IS:
After about 2 hours the fan speed drops from 3000rpm (the max speed) to about 1000rpm and the system overheats and shuts down. I've re-opened the case and checked all my connections, but nothing is wrong there.
The only thing I can think of is that my case and PSU are VERY old, the PSU is only 250w. (my system was cannibalised from many old parts I found laying around)
Would this mean the power to the fan was fluctating and causing these problems?
I haven't been using the system for anything CPU intensive (just for video, music, general media and internet use) so I don't know how the CPU is overheating!

I posted the other day about the virus I got.
I downloaded the Fix Vundo thing two of you suggested and ran it properly (twice even) but it still isn't removing ddaww.dll from my computer. I've tried going in to delete it on several occasions but when I do that, this message pops up that says it can't be deleted because it's in use by someone (I guess me). I looked in taskmanager and I didn't see ddaww.dll there.
How do I get rid of this thing?
I can try to find out where to take it on campus but I really need my computer to write some essays.

Technology's never really been my best friend. We just sort of get along...
I got this stupid virus about 2-3 weeks ago and I still have it. I've updated all my anti-virus stuff (Norton and NoAdware), anti-ad thingy (Ad-Aware), and anti-spy stuff (Spybot Search and Destroy) and have run them all (a lot) and it's still is on my computer.
Every time I turn on my computer this message pops up:
When I click "ok," it doesn't get rid of it. Neither does running the system scan with Norton. To get the Norton window (above) to finally go away I have to ctrl+alt+delete and end-task-button it to death.
Is there a way to go in and manually delete this stupid thing without completely ruining my computer in the process?
If so how?

hey, figured i'd intro
i'm sorta new at this... pc building and upgrading
anyways, i've been trying to figure out why i can't get my PC to start, it turns on, but it doesn't even kick into the basic boot where you can goto bios from, just a blank screen.
I've got...
Asus A8V Deluxe motherboard
AMD Athlon 3500 [newcastle, revision CG]
Demon 450W power supply
1 gig's woth of ram
2 HDDs
1 cd-rw
1 a drive/floppy
the bios chip is currently version 1008
through the manual i connected everything so far, and like i said it turns on. it just goes nowhere from there, i called asus and they're sending me a new 1015 bios version chip as that is the most upto date. tehy said that there is a problem witht the 3500, that one perticular ersion neads the bios beta instead of the regular.
anyways, just trying to see if anyone has an idea what might be wrong other than that

Virus Help!!!

Okay, I am here with a virus problem. I am not sure if this is the appropriate community in which to place the wuestion, but it seems to be the best out of my options.
Last night I recieved an instant message on aim from a friend saying : "I found your picture....." followed by a link. I figured it was probably one of those jokes showing a picture of a monkey or something-so I clicked on it. It started downloading stuff, took only a couple seconds for it to do so, then it went ahead and sent itself to EVERYONE on my buddy list who was logged on. Windows started popping up and for a second I thought my computer was going to crash before it all ended.
So I logged off AIM, unplugged the comp from the internet, uninstalled any new programs that had shown up, ran AVG free virus, AdAware, SpyBots, and then logged back onto the internet. No virus popped up, but adaware and spybots deleted lots of stuff. And wouldnt you know, the first thing that happened was a bunch of im's were sent out to everyone on my buddy list containing the link to the virus?
The program had something to do with Zanga or Zango or...something like that. Now how do I get rid of it for good? Preferably without me spending anything, since I am a freshman in college and completely broke.

CPU usage spikes for no reason?

Ive recently encountered a new problem with my pc, Ive noticed that some days it freezes for about a few seconds then goes back to normal, not even the mouse cursor will move. Ive observed my task mamager, in the pcu usage and when this happens theres a spike of 100% usage for those few seconds then it goes back to normal, it does this til the freezing his gone. So whats causing this freezing that everything freezes and sputters even the mouse cursor itself? Any suggestions or solutions to this problem are welcomed, thanks in advance for any help given.

I know that on my family computer my dad has CyberSitter set up, there's no way he could somehow put it on my computer without me seeing it, is there? I feel like I'm being watched. How would I go about finding it on my system? Is there a way for him to get things from my computer to the family computer? We have a network set up through Netgear.

Unzipping/setup.exe problems

Ok, I was going to include this in my last post, but they are completely separate problems. When I download something that is a .zip with a setup.exe program in there, when I click on setup after unzipping it nothing happens. Nothing at all. It doesn't work for anything, so it's not just certain programs or certain things, no setup.exe will open on my computer :(. Some days I wonder why I have this beast.

Ok, so I had to get people PC dial-up internet cause SBC dsl sucked and it kept going out. Took a unsually long time to get the cd in the mail, and then when I finally got it, the software was incredibly slow and buggy, I kept getting script errors from their stupid "home page" that you CANT close unless you want to disconnect (you have to leave it open, like aol), which I found very annoying, not to mention their joke of "Accelerated speed" service which wasn't too much faster, and made all images look like crap. (I'm sorry, even aol 9.0 is faster.)
So then, I had an idea. I installed windows 98 dialup networking with my people pc login info and local access number, and then uninstalled the people pc software. I tried to connect with dialup networking, it connected fine,didn't require me to have any stupid page open, and I thought everything was fine, so I restarted.
Ok, so my home page is set to yahoo.com. This is the problem -
NOW EVERY SITE IS BLOCKED EXCEPT FOR PEOPLEPC.COM!
wtf? I type in yahoo.com, gmail.com, etc, it either gives me a "cannot find page error", or redirects me to a peoplepc.com site that tries to force me to download their software again. I cannot access ANY other site but THEIRS - every other site is blocked. I don't think I should be forced to use their buggy, slow and poorly written software if I don't want to - i'm simply using the service I pay for. Any site I go to will not load unless it's on peoplepc.com. I also tried to go on aim, yahoo, etc. That didn't work either.
I tried to look for where the sites may be blocked, but I can't fix it. I find this kinda ridiculous - can anyone tell me how to fix it or what they did? I can't use the software, it keeps freezing my otherwise pretty fast computer, and I refuse to download or use it again. I just want to browse the internet in peace without them in my face.
