resuming http file transfer

My boss wants to allow a person to try uploading a 20-30mb file and if it stops 1/2 through we wantt o be able to resume the upload. The upload mechanism will not be a webpage but a 3rd party application. I'd like to do this through http post if possible but I haven't found any good information by googling, maybe I am using the wrong keywords, some help would be appreciated.

another question for you all.
i am about to begin a website refresh project. basically, they want: a flash video, more streamlined nav, a conversion of a hard copy book into a pdf, add a tickertape for news, clean up styling inconsistencies, and maybe add a shopping cart if they can afford it.
my main question is this: i just looked at the source and realized it's all tables. is it even worth suggesting a total coding overhaul to CSS? it wouldn't add much to the user experience (aside from accessability) but it sure would make updating easier. the biggest problem is that i'd have to charge them at least 2 grand more than their budget to do this. should i bother?
next question: does 8 grand sound like a reasonable estimate for the work (not including the shopping cart)? i way overestimated my hours to get that number, but i ALWAYS underestimate. plus, if they went through a firm and not a freelancer, they'd get charged at least 3 times that.
next: how much do you charge to add a shopping cart? originally i was going to say 4 grand, but that puts it way out of their budget. so i brought it down to 2 grand. the thing is that i'm not exactly an ecommerce expert so i know it'll be a lot of work.
any replies would be awesome, i have to send this proposal out today. thanks!

Hi, I hope someone can help me...I assume there's a way to do this in HTML, but I don't know how to even start searching.
I have a website with many html documents. Large numbers of these documents use similar blocks of code, and if I want to update these blocks, I have to go through each document one at a time, a tedious process.
Is there a way in HTML to have the block of code stored once somewhere, and then have in each document a reference to it, so when I want to alter it, I only have to do it once?

Newbie trying to create a table

I'm trying to create a database to record all the ENV variables for website visits. I haven't used mysql before, though I have a good deal of experience with MS Access and DB2, so I feel confident when working with SQL.
I created a database called sitetrack, connected to it with:

I hope you guys aren't getting sick of me....you've all just been a huge help in my learning of PHP I can't help but come back here.
Anyway, new problem....it's so foolisly simple yet so ridiculously complex...lol. Here it is:
I've got a webpage with two drop down menus, using a separate form for each menu. The second drop down list is populated with information based on what the user selects from the first drop down menu. There are no "submit" buttons...I'm using an "OnChange" Event.
Once the user make a selection from the first drop down menu and then makes their selection from the second drop down menu, I want to be able to display the two selections that they have made just using a print statement in PHP. But what is happening is when the second drop down menu selection is made, it's completely swiping the selection from the first drop down menu from memory. I tried to create a variable in PHP that would store the first selection but it keeps getting swiped from memory. How do I fix this? Is it the ONCHANGE event that I'm invoking with the drop down menus? The javascript I'm using is: javascript:document.menu1.submit() and for the second drop down menu I'm using: this.form.submit(). I can't seem to maintain the selections that are being made.... :(
I hope that makes sense. Essentially, I'm just trying to let the user know what they selected by putting it to screen, but when I click the second drop down menu only the second drop down menu's selection gets displayed. The first drop down menu's selection output is blank because it has been swiped! Ahhh! This is driving me crazy...lol..

css for emails?

So the new project at work are emailed newsletters, and I basically want them to use the same layout for the website in these emails (so they know it's from us + I don't have to think up a whole new design).
Only issue is that the website uses a fair chunk of css. Since linking to an outside css file is out of the question (mainly because who knows if they read it online or not), I'll have to have all that stuff within the html itself. Only thing I want to make sure is that it's pretty standard for email systems (outlook, mail for osx, gmail, yahoo, hotmail, etc) to be able to process that kind of stuff.
so... this'll be okay, right?
